One county, three very different roofing climates
The county sits outside the High-Velocity Hurricane Zone that covers Broward and Miami-Dade, but it is still part of the wind-borne debris region with high design wind speeds. Every re-roof here is built to the Florida Building Code, currently the 8th Edition (2023), with Florida product approvals for each component.
We see three broad patterns. The coastal strip fights salt air that eats flashing and fasteners. The suburban band between I-95 and Florida's Turnpike is full of 1970s through 1990s concrete tile and shingle roofs on their first or second underlayment. Farther west, 55+ villa and condo communities share long rooflines, so one owner's leak quickly becomes a neighbor's problem.
Jurisdiction follows the parcel, not the mailing city. Boca Raton, Delray Beach and Boynton Beach run their own building departments, while unincorporated places like Boca Del Mar, Kings Point and Villages of Oriole are permitted by the county's Planning, Zoning & Building Department.
With 39 incorporated municipalities plus a large unincorporated area, the county has more permit offices than most homeowners expect. County-issued roofing permits run through the PZB Building Division at the Vista Center on North Jog Road in West Palm Beach, which keeps separate re-roofing forms for shingle, tile, metal and low-slope systems and an expedited re-roof route for single-family homes. A permitted re-roof there typically gets a dry-in inspection of the underlayment before the final.
On higher-valued site-built homes, a full re-roof can also bring roof-to-wall connection upgrades into scope under the existing-building volume of the state code, and the county has issued its own written policy on how those retrofits are inspected.
