Permits: City of Boca Raton vs. Palm Beach County

Where your house sits decides who issues the permit. Addresses inside city limits go through the City of Boca Raton Building Department. Much of West Boca, including Boca Del Mar and Sandalfoot Cove, is unincorporated and handled by Palm Beach County Planning, Zoning & Building, even though the mailing address says Boca Raton. Whichever office applies, your contract should say which party applies for the permit, who covers the fee, who books each inspection and which closeout records, such as the finaled permit, you receive at the end.

Cross the county line into Broward, as in Parkland, and the High-Velocity Hurricane Zone applies, so products need Miami-Dade NOA or Florida HVHZ approval.

The 25% rule and your re-roof

Florida revised its 25% rule in 2022. If your roof was installed under the 2007 Florida Building Code or later, repairing more than a quarter of it no longer automatically triggers full replacement; older roofs can still be subject to it. Reading a shingle re-roof estimate line by line

Two re-roof bids can differ widely and both be honest, because they rarely describe the same job. Get at least three written estimates, set them side by side and compare the lines before the totals.   • Tear-off and disposal: how many layers come off, and whether the dumpster and dump fees are included.
  • Roof decking: an allowance for replacement plywood, the price per sheet beyond it, and photos before any change order.

Wind uplift, product approval and the 8th Edition code

Wind uplift is the lifting force created when wind flows over a roof and pulls up on its edges, corners and ridge, much like air over a wing. Shingles resist it through their sealant strips, their nailing and the starter course at the eaves, which is why the roof edges get the most attention on a re-roof.

Today’s re-roofs follow the 2023 Florida Building Code, 8th Edition, and its wind loads come from the ASCE 7-22 standard. The shingles, underlayment and vents on a permitted job each need a Florida product approval, listed through the Florida Building Commission, and they go on with the manufacturer’s high-wind nailing pattern. Ask any contractor for those approval numbers before materials are delivered.

Architectural or 3-tab: choosing your shingle

Most Boca re-roofs today use architectural shingles, also called dimensional or laminated shingles. They are thicker than traditional 3-tab, carry higher wind ratings on many product lines and hide minor deck unevenness better. Three-tab still exists, but it is thinner and fewer lines carry the high-wind ratings a South Florida roof needs.

Look for the wind classification on the bundle. ASTM D3161 Class F shingles are tested at 110 mph, and ASTM D7158 Class H at 150 mph; the product approval and the manufacturer’s high-wind nailing pattern decide how that rating applies to your roof. Be skeptical of labels like “30-year” or “lifetime,” which describe a warranty rather than how long asphalt lasts under Florida heat. Plan around condition, not the name on the wrapper, and lean toward lighter colors if your HOA allows them, since they absorb less heat.

What re-roof days look like at your house

You can stay home during a shingle replacement, but it helps to know what’s coming. Tear-off is loud, and hammering carries through the ceilings for most of the working day.

  • Clear the driveway the night before. The dumpster and material delivery usually need that space.
  • Cover what’s stored in the attic. Tear-off shakes loose dust and old granules that drift through gaps in the deck.
  • Take down wall hangings on walls that share framing with the roof, and keep pets inside and away from the work zone.

No. We tear off to the deck on every shingle re-roof. A layover hides rotted wood, adds weight and makes it impossible to re-nail the deck or install a proper secondary water barrier. Stripping the roof also lets us replace worn flashing and correct ventilation, both of which a layover would leave in place.

What does secondary water resistance mean?

It’s a sealed layer beneath the shingles, usually a self-adhered membrane or taped deck seams, meant to keep water out if wind strips the shingles away. Florida’s re-roofing rules call for it on many site-built homes, and a wind mitigation inspector may credit it on the OIR-B1-1802 form. Ask your insurance agent how that affects your premium.

When is the best time of year for a re-roof in Boca Raton?

The drier months, roughly November through April, are easiest because afternoon thunderstorms are less frequent and schedules are less crowded than after a hurricane. Will insurance pay for a new shingle roof?
